Because in D/P there was a major glitch that pretty much let you go anywhere. people were hacking all kinds of events, so GF just said fuck it and didn't give out any special event items and gave the pokemon out instead. This way you know for a fact that an arceus captured in the hall of origin is hacked

this is the real reason

You actually couldn't capture Arceus. The OoB glitch couldn't glitch you into the Z axis, and even if you could, the area is inescapable without activating the event. With Gen 4 introducing poison healing at 1 HP, it's impossible to get a Hall of Origins Arceus
