Sticky Web alone will not make a shitmon good. Smeargle, on the other hand, has always been a good mon, and Sticky Web only makes it better.

That's why you sashed it and sent it in on stuff it could actually beat, or LO/Choice Specs it and let it OHKO with Thunder. Its not the best Pokemon by far but its plenty useful

You can't seriously mean that, it's existence is to be a gimmick. Smeargle is usable but his job is to set up and die. It's not that hard to stop him and after that he's deadweight regardless. At least Gavantula can (or attempt) to kill things after it does it's job.
