Region itself would have small towns near and along the sea with a forest like area as you make your way inward on the region where you'll probably use Rock Climb and Waterfall a lot.

There's also another island that's accessible with more water routes

That would be nice, but it would be really easy to level grind. You would just need to go wipe out a couple churchball teams each day.

And Zion park could work, but Antelope Island still has no reason to be the league.

Sure it's impossible, but it'd be cool. You could have a whole bunch of Elite 4s to beat based on regional powerhouses (i.e. asia/america/africa/europe/australia).
