I know he gets access to Shell Smash and Rock Polish, but I thought I'd take advantage of his access to two powerful, critical hit prone moves. Hone Claws is there because as strong as they are, they aren't too reliable.
The sets unorthodox, but I like it. Most people go for the Rock Polish or Shell Smash set, but I prefer tighter accuracy, and I don't think the defensive drop from Shell Smash is worth it, given that his speed is pretty middling, boosts regardless.
