I've never really understood this, and I understand it even less, now that HM's aren't required to advance in the games:

Why can't you delete HM moves? What's the logic behind it?

Yeah, but I mean in the traditional way, learning a new move and forgetting an HM move to make room.

To prevent you from becoming trapped in certain areas. For example, if you use Waterfall to get to a hard-to-reach spot, then while there overwrite Waterfall with a different move, you might be trapped. Yes, you could re-learn Waterfall to escape, but I think that they want to avoid confusing younger players who might accidentally do something like this and not easily realize how to escape.

it's just a really outdated mechanic.
When GF decides to remove HMs and put in field items, then we'll see gameplay progress a little

Imagine you are surfing with your Blastoise in the front of the party and he's so close to leveling up. You find a wild Remoraid and kill it with dark pulse or whatever. Then Blastoise level's up. And this is the level when he learns Hydro Pump! Lucky you. Better replace it for Surf.
But then again you are surfing. uh. Guess you can't delete that or you'll drown.
The point was originally for stuff like this and for you not to get stuck in the middle of the game, but I guess you're kinda right, OP. They could just make this happen in the situation when you can actually get stuck.
I don't know why they still do this in the games and I don't really care, doe.

Why bother with field items? Just make field moves innate things that Pokemon know, without having to keep it as a move. Require the gym badge for each one, and once you have it, all Pokemon that can logically surf/fly/cut can do it.

it's triply fucking stupid in gen 6 because you can RIDE and use pokemon to DESTROY FIELD OBJECTS without needing any special moves (or even having them as part of your party)

They could just add a section to a Pokemon's Summary, like list all the 'HM' abilities and highlight the ones the 'Mon is capable of.

And once you have the proper badge, you can have it use said abilities in the field. No move required. HM's hinder players by using up move slots on relatively useless moves.

And I suppose Tackle should be 75BP with 100 accuracy?

Cut is almost always the first HM you get so it shouldn't be a strong move.

In 6th gen, you can trade from anywhere, with anyone. If you traded away all of them, you could get replacements.

Getting stuck in this way is something you'd have to do on purpose, and there's ways around it now anyway. So I don't think any special measures need to be taken to prevent it.

That's the problem, not the solution. It's a lot easier to trade away your one surfing Pokemon than to find one that's being offered for something that you have.

I don't like the deletion restriction either, and I'd also like to see them switch some sort of "field moves" system. But as long as the current HM system is in place, the deletion restriction makes sense. It's easier than trusting small children to figure out an alternate solution when they overwrite a move or trade their Pokemon.
