He's based on a falcon, which are the fastest damn animals on the planet, so they probably wanted to reflect that. Rather than give him ONLY speed so he's faster than Crobat and Ninjask and Aerodactyl and all the other speedy flyers, they gave him a naturally high speed stat and an ability that gave him an additional edge.
His stats are already skewed enough by his speed as is, imagine if they tried to give him 130, 135, or more? He's already got the highest BST of any regional bird, and all his other stats are average to low. He's lucky he got just enough attack to make priority Brave Bird genuinely threatening.
