With a lame-ass hidden ability like Damp (good for hunting Shiny Voltorb, I guess?) I think he could run a lot better with something like Aftermath, Anticipation, Compound Eyes, Rain Dish, or Shield Dust. Oh, and Filter would be great, too.
Or Flash Fire for shits and giggles.
