The only time I've heard of a Japanese worker accepting a tip at all was a cab driver whose fingers got smashed by the trunk. Of course at that point it was less "tip" and more "compensation" cuz the guy would probably be sore for a good while soooo...yeah.
As far as tipping in the states? I know that employers shaft their employees if tips are a thing, so if you do your job well, you get a tip. You do a bad job, you don't.
