I'm not spectacular at competitive battling, but you could use Thunder Wave on it, maybe Charm too. I guess build it like an annoyer?

Don't worry, I'm not a competitive battler.

Gotta ask though...if I've got Normalize, does that mean ALL my attack moves will be upped by a Silk Scarf? Since...technically all those attacks are nor Normal.

Yes, you do in fact get the STAB boost and the Silk Scarf boost -- however, Delcatty has a rather sparse movepool, but it does get Thunder/Blizzard.
