>>16841118If I remember correctly, the caveat is not that no pokemon not native to Kalos won't be able to participate, but rather only pokemon that originated in X/Y will, meaning that someone could transfer over 6iv parents and breed until they got lucky. Given, they'd still have to hope for the right iv spread and retrain them, but still, that means no absolutely perfect mons without someone actually working for them. It would make no sense to ban the use of things like Jellicent and Whimsicott just because they didn't bother to find a place to shoehorn them into this gens region along with all the others.
