Do you think priority needs to be restructured?
For example, moves like shadow sneak or aqua jet, as opposed to always going first, instead multiplies the user 's speed by 1.5x, and then determines who goes first using the newly calculated speed. As compensation, moves such as bullet punch, aqua jet, etc. have their base power increased to ~60.
This way a quiet natured Aegislash won't be able to out-speed a choice-scarfed Latios, and Talonflame won't be able to out-speed a Volcarona with 4 quiver dances up.
