What do they mean? They covered hacked pokemon in another question so that can't be.
The only "lost" pokemon I know is the notched ear Pichu, what others are?

You can get access to HM's before you actually get the badge to use them outside of battle.

Probably because the game has no built-in mechanic to stop you from using them before you have the badge, because they've always given you the badge BEFORE you got the HM.

Not true. In Gen 5 you can use an HM anytime you want, which is why paths you weren't supposed to go down were generally blocked with people, rather than a surfable river / cut tree.

When I received Pokemon with HM moves in trades, I was never allowed to use the move outside of battle

Also, it's been year so I may be wrong, but don't you get fly before the badge in one of the earlier games? Pretty sure you get fly around the same time you help the ampharos at a light house, from some old lady. And then she tells you with the gym badge from the town back on the mainland, you can use it to fly home

they haven't allowed you to transfer HM pokemon for a long ass time

the reason is because they want you to find the actual HM from the game, if you transferred an HM pokemon you could just use it instead of talking to the people in game that give you the actual HM and you could bypass some plot events or whatever if you did that. There is a long history since I think Gen 2 that you can't transfer pokemon that know HM moves to later generation games.

yeah, i remember
when i was playing white, after i won the first badge, i transferred my oshawott to white 2 to teach it surf, then put it back again
then i surfed to that island to the west of nuvema or whatever
i accidentally encountered a trainer with a swoobat at about ~level 33
it destroyed me

but i managed to sneak over and grab myself a scraggy at level ~35 i believe
training with that is how i got a samurott before the second gym

the chances of that ever happening to anyone are 0%, but whatever. You'd have to catch select Pokemon and deliberately avoid ones that can learn surf
go out, surf. run into a pokemon. battle it with magikarp holding experience share, or put it in front and switch it out. do that til it evolves. Now, you can use surf

If you only have one Pokemon that can use surf, you're fucked. But since you can't transfer Pokemon from your party, anyway, that situation can't happen

i believe it can happen if you're in emerald @ dewford. mr. briney leaves at one point, and if you don't have the money to buy any pokeballs to catch pokemon, you're kinda fucked.
s'why the move deleter won't let you delete surf if the pokemon you're trying to delete it on is the last pokemon of yours that owns it.

also if you go to the meister's house and trade your finneon for his magikarp and it's the only thing that knows surf and was the only one in your party or something then you're likewise fucked if you have no rods, though that has nothing to do with pal park.

#1. You don't design a game based on probabilities, you design a game based on what is possible. If it's possible at all to do a game breaking action that makes you stuck forever with the only possibility being to restart your game, you should eliminate that action from ever possibly taking place even if it is unlikely.

Plus, it wouldn't be -any- island. It would be Pacifidlodge Town. There's only one island town with no shop.
The chances of that happening are so low, why would they even account for it? How incredibly dull minded would someone have to be to accidentally do that? If you had no money, no pokeballs, no rods, no way to a place with a shop except to surf... How would you even get into that situation? The game is designed to be easy enough for the intelligence and forethought of ten year olds. I can't even imagine

As for HL, in almost literally every single area, there'll be a little bit of commentary saying something along the lines of "one of our playtesters kept running in circles for half an hour so we had to cut out part of the area".

If you play Portal 2 then you can FEEL the playtesters being dumb as fuck and that's before putting the commentary on.

The most extreme situation would require you to have no Rod, no Balls, No Surfmons (except one), No Fly or Teleport, and to go to that island in Gen V I think that you can trade for a foreign Magikarp. Congrats, now you have no Surf, and no Rod to fish to kill yourself back to a Pokemon Center (or to level Magikarp to evolution).
