Does psych up work on abilities like solar power that boost stats without the game saying, like "x stat was raised sharply"?

I wanted to know if I could give my drought ninetales psych up to copy my solar power charizard's immense stat boost from the sun, and I can't find the answer anywhere.

tl;dr, does psych up affect non-move stat changes?
