There's the actual legendary, mythical ones that tend to be on the box art or event only, and then there's ones call illustrious (i think that's what they call it you can look it up on Bulbapedia) meaning they are so rare that many are sure they don't exist (Lati twins are considered this and the dog, genie, birds) Basically the Pokemon equivalents of Bigfoot. That's what Heatran is, in English release he is "legendary" though.
