This could be used to augment (or create) a Pokemon to its peak condition within the limitations of the game itself (i.e. a Pokemon with perfect IVs and ideal ability/nature/etc), or create pretty much anything you want regardless of the game's mechanics (like a Pokemon with moves and abilities it cannot obtain through any other means). Pokemon of the latter sort are obvious forgeries and thus typically barred from any officially-sanctioned battles, but the former are generally admitted as they appear no different from a Pokemon generated within the game itself.
