Yes, but a great many actual dark types are NOT evil. Umbreon is just a predator that can see and glows in the dark. It should also be a poison type if anything because its sweat is supposedly highly acidic or something.

Sableye just wants to eat jewels but scares people because its eyes glitter even in near total darkness.

Most Dark types in fact are predatory at worst, only evil in so far as sharks, birds of prey, and indeed most primates are evil.
