I wanna make one of those evil fuckers. What's the standard set for it?

I thought about:

Superpower
Night Slash
Psycho Cut
Substitute/Taunt/Rest

I need advice on EVs. 252 Attack is obvious, but what about rest?

If you slap an Assault Vest on it and switch the last move for something like Rock Slide, invest in HP and Sp. Def EVs, it can become a pretty bulky attacker when spamming with Super Power.

Otherwise, generally, HP is desired. It's not going to outspeed anything without a Choice Scarf or a boost, so unless you want a dedicated booster, abuse Super Power to boost its Defense and use that to your advantage.

Eh, the nerfed accuracy and nerfed sleep mechanics make it an inferior choice in my opinion. Plus Topsy-Turvy is only available on Malamar and Smeargle; you have many better options for sleep spreaders.
