Supposedly the writers realised DP Ash was good enough that, if he continued to increase in strength, they would have to have even more bullshit reasons to stop him becoming champion, so they gave him a soft-reset and made him useless again.
It's also in-keeping with how Black and White were sort of a fresh start in the games, with no old Pokémon and stuff.
