There are a few hacked ones out there, but they are in no way legit. Snivy is one of the starters that still hasn't had its HA officially released, so even if you found one hacked in, not only would it be hacked, it would be an Illegal Hack, and will probably not work in parts of the game.
You're better off waiting for the official release, if it ever gets one.
