You can breed a banked Sinnoh starter in order to get its offspring the pentagon, but it still can't be used in VGC because it isn't in the Kalos regional pokedex. Same with the event speed boost Torchics that went out - they have the pentagon, but they can't be used in VGC.
Of course, all pokemon (except those explicitly banned legendaries), pentagon or no pentagon, can be used in both free and ranked battle spot wifi battles.
