It doesn't matter if it's down or not, at least one of each unobtainable Pokemon was transferred to X/Y before it shut down. It's all about breeding and trading them now.

This. I already have every starter and a bunch of other non-legendaries, all via GTS. You don't need Pokebank yourself to get these things.

I find Stantler, Kricketot and Cherubi to be the rarest non legendary bank mons, or the mons people ask for legendaries in retrun for the most. Except for Unown of course.
