Assault Vest Cobalion (which is UU) can take 252+ STAB Pixilate Hyper Voice as it switches in, and then outspeeds and OHKOes with STAB Iron Head. Assault Vest Escavalier (RU) takes two hits and still OHKOes with Iron Head. Durant (RU) revenges you. Meloetta (UU) can survive a Hyper Voice in Aria forme, injure you with Relic Song, and then outspeed and kill with Pirouette forme Shadow Claw on the next turn.
And then there's the issue of priority moves that aren't Mach Punch or Vacuum Wave. Or Pokemon with more than 100 base Speed. Or Choice Scarf.
M-Garde does not have the time for Echoed Voice. It barely has time to use Calm Mind.
