you have to send an infrared trade to another 3ds. person sending the trade needs to be the ds giving the shitmon (because that's the one that's gonna be deleted in the process.) person accepting the trade is the one with the pokemon you want to clone (articuno, shinies, etc.)

after trade when the screen goes blue and says "communicating..." SLOWLY count to 3 seconds. turn off the DS who gave the pokemon you wanted to clone (articuno or shiny or whatever). then slowly count to 3, and turn off the other ds. only works every time if you're amazing at timing.
