I think the implication is that Smogon would add more tiers instead of having five hundred Pokemon in NU, which would be a good thing.

Well, there isn't 'used' in the names therefore usage might not be the tiering criteria.

IMO usage should still be used as the criteria because there's no other way to reasonably compare Pokemon. Most fighting game rankings are simply lists of which character were used by strong players more often. Simulators can be automatically coded to determine tiers via usage weighted by player score. There should be more tiers though, Smogon's tiers have almost always been bottom-heavy.

It's difficult, I agree, but opinions were always used to rank Pokémon from 1-3. There's more Pokémon now but a lot of them go into LC/NFE.

Even discarding those, there are hundreds of fully evolved Pokemon and dozens more NFE Pokemon that are viable in the lower tiers, which is why the bottom tiers are so bottom heavy. You could make an entire subset of tiers just within NU right now.

The current tier system does all right on its own, I think this idea would piss off more people than it would please.

Then it'd be used in that tier a lot more, to the point where it'd get bumped up to the next tier. This isn't hard.
