December 27th was the original planned release date, but Nintendo didn't take into account the increase server load and the entire Nintendo Network crashed. Now the eShop is only accessible for 12 hours a day, and Pokebank has been delayed indefinitely.

The pokémon that got through are to be bred and shared across the world. Those that can't be bred, the legendaries, will actually be considered rare and legendary.

Notice that the image also doesn't factor in the price of a gameboy, gameboy color, GBA, DS, Red version, Blue, Yellow, Gold, Silver, or any other versions. If you have pokemon you want to transfer, then you already have those things. No reason to include the cost of a 3DS or Pokemon X/Y.

Not really, Japan alone accounts for half the world's population so it's to be expected there would be a lot of turbulence upon Pokebank's release, especially under the circumstances where they hadn't accounted for newcomers.
