I managed to get Dialga, Palkia, Giratina, Lugia, Ho-oh, Groudon and Kyogre so far. Working on Rayquayquay now.

once you get a single non kanto/kalos starter, the trading world is completely blown open to you
just breed that starter, trade for other starters
and then trade for your legendary back if you care
you can get pretty much anything you want from there

I mean I agree, starters were a decent starting point. But they can't even get all normal bankmons. I had to move on to breeding misdreavus and trading them out of bankmons until I had them all. Now I'm getting bank legendaries

Exactly. It's just pure luck really. Put a mudkip up saying 5iv or 6iv adamant and then move through the pokedex until you have everything. I saved the legendaries until last but they were fucking easy to get. Once you get one the rest are easy you just trade one legend for another until you get them all. There was a jap trading latios's for shitmons on the gts earlier today so that was a help too.

If anybody here has had some luck, what did you start with and what did you trade for it?

Thinking maybe putting up a more difficult evolution like a magnezone or a elektross for a Lugia or something and start from there, but I have no idea.
