So Pupitar going from 99 to 100 won't learn it, but Larvitar evolving into Pupitar will attempt to learn it after evolving.

Then it wouldn't matter when the Larvitar evolved, it would learn Shell Smash as a level 100 Pupitar, and then attempt to evolve to Tyranitar. That's how the game mechanics work.

It would need to be a series of event moves on a variety of cocoon-like Pokemon, all at level 100. Which is totally something Game Freak/Nintendo would do.

It all depends on what you're putting him up against. He's like any Pokemon, really. There are a multitude of Pokemon you can throw him out against and expect good results, and then there are some you can't. I don't see myself not using him, but really to each his own. If you found something you prefer to use over Mega Blastoise, that's cool too..

You're still better off running Blastoise with utility stuff like rapid spin than try to force a decent hit, because you're still running off 85 base special attack

What if they just had an event where they gave out level 99 Pupitars with Shell Smash. You can level it up once and it'll evolve once (unless something can evolve twice in one level up). They could have level 100 Pupitar with Shell Smash, but then you can't EV train it (unless the old box trick still works).

and it worked OK, although I would probably switch Aqua Jet for Ice Beam (Everything it wants to hit is either a bulky sweeper that Aqua jet does nothing to or has priority of its own). It can take almost any hit that isn't super effective, and it has an answer to most things. It lacks recovery so it really can't stall, and it doesn't hit hard enough to sweep, so it really doesn't fit the meta well, but when UU comes out I'll probably try it then.

Dragon Tail has 90% accuracy and Fairies are immune to it, so Roar is the superior option for phazing, since it ignores evasion and always hit, goes through substitutes and no one is immune to it (except of course those with Suction Cups)
