It's an outclassed shitmon.

With that squared away, most people give it 252 HP / 252 SpA with a modest nature. Load it up with Pulse/Aura, but considering substituting Ice Beam for Dragon Pulse in the name of coverage.

Clawitzer really isn't bulky enough to justify that shitty speed so it's not the best possible bulky attacker. Works decently on Trick Room teams, in which case you should go for Quiet Nature.

Competitively, yes.

You don't play Pokemon much, do you? For in-game use the nature of your Pokemon hardly matters as long as it doesn't lower its primary attacking stat. Competitively, however, every single point matters.
