Not everything needs to be OU.
Not everything CAN be OU, given what "Overused" means. The cutoff is the point where you can expect to see something at least once every 20 battles or so. For every Pokemon that gets some shiny new toy to break it into the big leagues, there's something else that gets shoved out into the cold.
Though if you could engineer it to finally push that primate POS Infernape out of tiers it's too weak to be confined to, that'd be great.
