The answer was Meditite.
-Despite not having any slapping moves, its Ranger description states that it slaps things with its tiny hands.
-Three times more speed than attack refers to... wait for it... the number of stars in each stat that Meditite has in Pokemon Rumble Blast! It has one star in Attack, and three in Speed.
-It gives one EV in speed.
This was by far the most difficult riddle I've written, the trickiest one for anyone who plays even the side games, and the most difficult one to Google. I honestly didn't expect anyone to get the answer, I just got annoyed at one anon who thought I didn't put any research into my riddles. That's all.
