Get Pokerus and the appropriate stat-boosting item, then just battle hordes. 50-60 EVs per battle.

Is the Bulky Attacker set the same in XY as it was in BW?

The set is the same, yeah.
And you can just use Exp Share, it shares EVs too. Equip the Rotom with the Power item and let it chill in the party while something much stronger with Surf/EQ/etc murders the hordes.
