Magikarp and Gyarados are based on the myth of a carp that swam up a waterfall and became a dragon and another myth of a dragon losing its dragonhood because of its rampages. Fairy is honestly more associated with cuteness, mysticism, joy, elegance, the moon, and some good-natured mischief. In this regard it has some overlap with Normal and Psychic.
