How much of a difference do EVs and IVs make at lv50? I read somewhere that it was about 10-15 points per stat for IVs, but I'm not sure how much it would be for maxed EVs.

IVs make a difference of 0-15 and EVs make a difference of 0-31 at level 50. EV spreads don't really change between level 50 and 100. Exact EVs at level 50 only really matter to make HP numbers round favorably for Substitute/Leftovers/Life Orb/etc.
