Nothing gets them. By level or breeding. Celebrate doesn't even look like it does anything. Hold Back is just a copy of False Swipe.
Seriously, what are these? Are their promotions coming up that serebii forgot to not leak chunks of, like the mentions of Hoopa and whatnot?
