I prefer Raichu to Pikachu.

The situation is an unfortunate side-effect of Pikachu becoming the game's mascot. Since it has such cultural importance, Gamefreak has decided to ensure that an unevolved Pikachu is still a valid choice, so that people don't get all "BUT MUH PIKA PIKA".

What are you talking about? Raichu is plain better in terms of stats, even speed.

sadly we all know this is what is going to happen. They have pushed the "MEGA IS A TEMPORAL EVOLUTION SO POKEMON DON'T LOSE THEIR IDENTITY" too much in the anime for not happening.

Nah, the whole point of pushing Pikachu is so that people can keep their game mascot as-is.

However, the existence of Pikachu does strongly reduce Raichu's chances of getting a Mega.

yeah, I'm confused by their statements, too. Raichu seems objectively better, although I don't know the specifics of how light ball powers up Pikachu. I keep my Pikachu until it learns the moves I want, then always evolve it.

Pika may be the one that gets the attention, but they aren't stupid. They still recognize Raichu even if you don't. So far, how the Megas work have not indicated that's how they'd treat it at all. True, none of them are stone evos, but some of them are trade evos. You being unable to evolve it further unless by catalyzing it should not be a factor. There is also no indication that anything but stuff that can't evolve further or even evolve at all is even applicable.

Pikachu with Light Ball is a terrifyingly powerful glass cannon, but only meh speed and terrible defenses.

Raichu is a quite powerful attacker, with good speed and meh defenses, and can also hold an item.

Personally I really like Choice Scarf Raichu, but if you can pull it off, Pikachu can actually be a real thread.
