Outstanding potential means that the IVs sum up to at least 151. You could have four perfect IVs and a 0 and still get Outstanding if the last IV is 27 or greater.

You know, I think X/Y spoiled me. In previous generations I would be happy if I got a Pokemon with 4 IVs and neutral nature given how hard it was to breed IVs. Now I'm breeding a HA female 6 IV Shiny Sylveon and I actually expecting this to happen.

I really hope GF streamlines more of the competitive process. If they offered HA capsules, IV increase items and nature changes, I would be all over it. I honestly don't like replacing my starters when they helped me beat the Elite 4 and gym leaders. Even if it took longer than breeding and all those items required BPs I would still go through it.
