When I wanted to evolve my Togepis, I put one in the last slot of my party, gave it Soothe Bell, made sure Exp. Share was turned on, and activated the Befriending O-Power right before taking on Restaurant Le Wow. The combination of going up a ton of levels while also holding Soothe Bell and have the Befriending O-Power would always ensure that my Togepi evolved by the time I was done with all five battles at the restaurant.
