I'd say it depends on your work ethic and if you think you might not actually have the to see the story through. Like if you're like me and a slow worker it might be best to wait until your finish so you don't make people wait for you to take a year to work through a story. Another thing that could happen is you start a story, post the first chapter or get through a few but then lose interest, which sucks if you've been posting it already.

Yes I know it's the most typical thing ever but still. Needless to say it didn't work out at all. Mostly because it was really bad and didn't live up to the hype I was giving to a single concept in the fic. But I will eventually get back to writing some OC in a fic.

As far as the region goes, if you want to stick strictly to what's in the game, go with Sinnoh. But, if you're open to applying some outside logic (such as seasonal weather like snow) to it, go with Hoenn. Hoenn's got some rainforest-like areas, the desert, the

What I like to do when writing battle scenes is to keep it short and simple, adding extra description on usually isn't needed. Also almost always I like to have every single move of the battle amount to something. Don't just have each party throwing hyper beams at each other, make each move lead toward the conclusion or an outcome.

You just have both parties respect each other and their capabilities, and by extension, the capabilities of either side. Fire is still fire, psychic abilities are still as crazy sounding as they should be, and electricity can paralyze people permanently, etc.
In terms of actual moves, you either keep it ambiguous, or else if you explain how and why whatever got what move, you've got to nail it through it was a skill it had to learn. That is if you're not using levels, which is a really bad thing to integrate into writing.
