Personally I'd like to see a region with 18 gyms, one for each type, and you can get them in any order. After 8, you go to face down the Elite 4 and unlock the remaining 10, similar to Johto.
The main difference is the story for the game wouldn't wrap until events that coincide with your 18th gym battle.
Also, HMs have been declining in use a LOT in later generations. Surf and Fly naturally get a lot of use still (and aren't terrible moves either) but Strength is seeing far less use, and Cut has become entirely optional now, like Rock Smash.
