pokemon game where world is controlled by team rocket and everything is corrupt and run by crooks.

only way to buy standard items like pokeballs is underground black market trading

goal of the game is not to thwart them but to free people from oppression

You and your rival are conscripted to fight in the Great Pokemon War. You're on your way by train to Kalos when your train breaks down in the neutral nation of Ukrava.
