Not just anime but other canons

manga red has a pikachu while all other are evolved
gsc game red has fully evolved high leveled Pokemon and a pikachu

They could easily get away with making it separate and nobody would know

for comedy maybe have Oak say something about how they thought it evolved because looks but couldn't find a way
