You don't need any of the "special" legendaries. So mew, celebi, jirachi, deoxys, manaphy, darkrai, arceus, shaymin, keldeo, genesect, victini, and meloetta are all unnecessary to completing the national dex and getting the charm.

Just get a shitty shiny, like a fish shiny or something like that. Put it up on the GTS for one of these legendaries, claiming it has 5 IVs or a hidden ability or something. Then just keep switching the legendary for another legendary you don't have yet.
