Let's also keep in mind Goodra can learn Flamethrower and Fire Blast, so putting an ice type in front of it that doesn't outspeed and OHKO isn't always going to be a good outcome. In fact, out of the four Pokemon that can learn Icicle Crash, that reduces the list down to just Cloyster. Goodra outspeeds Cloyster and Beartic and ties Mamoswine.
Ice Shard is a 3HKO on a modest Goodra. Also, dat weakness policy.
