Given the changes to the type chart and Overcoat this gen, is this thing viable now?

I was theorymonning the other day that maybe the Ground and Steel formes might actually be good walls this gen, but I could be completely crazy too. Its defenses aren't shit tier and with Overcoat it can actually avoid some vital status this gen.

Thoughts?
