Has anyone else noticed this?

It's what Smogon's tiering woul look like in a universe where they actually knew what they were doing - Arceus types are tiered separately (even 720 BST isn't saving a goddamn mono-Grass) and all Pokémon are tiered based on usage rather than having this weird schizophrenic half-tier at the top which isn't usage-based but contains a number of Pokémon who are never in a million years going to leave it.

Why is this just some whimsical data-manipulation thought experiment and not what they're actually doing?
