So i'm trying to get into VGC with a sunny day team but i'm a complete newbie at it so i was hoping for some help here. I think Mega Charizard Y and Ninetales are a must but i have no idea on the rest of it...

Weather abilities has been nerfed, unless you're doing doubles, or triples wasting a slot on ninetails isn't a good idea.

using a pokemon with heat rock to set up sunny day is much more useful. If ninetails wasn't a horrible pokemon it would still be useful but the turns you lose switching it out hurt, the better options are to use a beefy scolipede with speed boost and a heat rock, protect first turn then sunny day, then baton pass to your sweeper.

if you need to be THE FASTEST TO EVER EXIST then definitely timid

if you only need to outspeed other mons with +1 speed (i think it's gyarados and dragonite after DD) then timid is necessary

If you don't think you'll run into +1 speed mons, then Modest is more than enough. If you use timid though you'll lose the power but you'll be able to put more points into HP

Been doing some research on EV spread for VGC pokemon and most of the time they're pretty different from the ones one uses on singles.

For example would this be a good spread for a chlorphyl sweeping victreebel? Modest, 164 HP/20 Def/252 SpA/68 SpD/4 Spe. (Not mine)

The low speed investment confuses me.

the idea is that it outspeeds most pokemon in sun, but not all. I'd personally give it enough speed EVs to outspeed any +1 mon worth using +1 with and put the rest into Sp.Atk and HP if you want to use weather ball
