Those are moves not centered around the sole purpose of solely relying on chance like double team though. And there is certainly a risk/reward to using them, but they wont fucking guarantee you to literally just flat out KO the opposing Pokemon as your opponent may be able to wall/resist those moves unlike Guillotine.

Well, it's basically outclassed by Mewtwo as an attacker and Lugia as a bulky wall. There's almost no reason to use it, especially when it makes you give up on another Arceus forme. Its only use is to be a Psycho Killer kind-of Hard Counter in the rain.

It just says that it gets competition by mewtwo and lugia but it's still viable. Heck they even says that it outclasses mewtwo by having both good power and bulk for a calm mind set.
