Also, I've tried using a volbeat with illuminate but it does nothing... I'm not sure exactly if illuminate does help or not

If you hold your 3DS upside down while you're in the FS your shiny rate doubles.

Illuminate simply doubles the base encounter rate.
It has absolutely nothing to do with shiny pokemon.
