Because Steel should really be called metal (real steel wouldn't melt, but Charizard can apparently melt boulders). All of these monsters can take fire moves but if you have something meltable or flammable you're going to get hit SE.

Also he has no reason to complain, he's basically weak to what Steel is weak to and nothing else.

Wouldn't a steel coating actually protect you from electricity? I'm remembering that one demonstration I saw somewhere of someone in chainmail going into high voltage and not getting one scratch

There's a slight surge in Weavile and Abomasnow usage before they go back to where they were last gen because it didn't really make enough of a difference
