Greninja pretty much outspeeds most of everything, the priority doesn't help him much save the niche situation of another priority user.

Meanwhile a stronger water type move like hydro pump is going to hit so much harder.

When you say "8 points of difference", it doesn't sound like a big deal.
When you realize his Special Attack is a measly 103 and his most powerful attacks come off of his Special stat, it's kind of a no brainer which offense you're going with.

Night Slash is only 10 BP weaker than dark pulse and gets high crit ratio, Water Shuriken may not be as good as Hydro Pump or Surf or whatever, but it can still be useful, and he loses Ice Beam but can take Rock Slide or Acrobatics instead.
Sure they won't hit as hard as special Greninja but that's a small price to pay for some unpredictability in a pokemon who's whole niche is mind games, and Greninja doesn't hit very hard anyway so you're not losing much.

He wants to come in against a set of mons who are weakened enough that he can just come in and hopefully pull off a set of 1hkos.

I could see why you might argue shurikens so he could counter a user of priority, but other than that what the fuck is he going to do? He needs every single point of damage to help insure he deals that fatal hit, because otherwise he's not surviving the counterattack.
